If line is ice cold, then ac parts are working. Are you sure the interior flapper door is shuting off heat and allowing cool air from evaporator to inter the vents. Sounds like a interior blend door issue.
Small leaks are tough, mine was at the low side fill hose. The shreader valve was leaking. Like a tire valve steam leak. System hold 36oz of R-134a. I seem to remember low side pressures needing to be in the 35-40 psi range when car and system is running. It will very with temperature.
