Hello,
I would think its a worn slip ring. The contact point in the alternator for the brushes. It is most likely grooved some from the old brushes. This is one of the reasons alot of shops will not install just the VR or atleast will tell you they will do it but if it doesn't work don't expect them todo the alternator install for a discount. Sometimes the new brushes wear in some and start working at a normal voltage and sometimes they don't. If you can get it to excite now I would run it for a while and see if the brushes and grooves work there way in. Good Luck, Bernie
