You can check the battery with a $3 tester to make sure the specific gravity in EVERY cell is 'ok'.
I suggest taking the battery out, charging it (always have a little trickle charger at home!), let it sit a day or two, then test it.
When connecting, make sure all battery connetions are CLEAN and TIGHT. I use the red terminal spray which seems to work well keeping all corrosion at bay.
My car reads more like 13.2 when running - 11.something when first turned on.
Per other emails, sounds like a bad battery. Batteries are weird things and 5/6 of it can be good and one bad cell WILL spoil the whole thing.
You can charge it in the car, with a trickle charger, there should be no surge.
If it doesn't start, but you can jump from a good battery and it does start, then you know for sure it's either the battery or the connections exactly AT the battery (you probably would clamp the jumpers to the connecters, not to the battery posts, because of the shape).
