besides the comments on the battery being week, sytoms of longer starting, I would check out the voltage regualtor on the alternator. Once the car is running the battery doesn't supply energy to the car. If anything its sucking up some juice to recharge from the start. So once you put extra load on the alternator, the regulator's job is to try to maintain the same voltage introduced by the ACC turning on. Your numbers aren't that bad actually. My 97 is the same as yours and the headlights will actaully dim slightly with increased load. I wouldn't worry about it.
