Function of Large Plastic Valve in Turbo Circuit

In my 97 9000CSE 2.3Turbo Auto there is a large plastic valve assembly connecting across the input and output circuit of the turbo. There is also a small rubber tube connected to this assembly which connects up with the inlet manifold chamber and the turbo gauge. This assembly is located near
and below the APC valve mounted on the radiator.
Does anyone know what the function is of the valve assembly and how does it operate ?
