How Does Turbo Bypass Valve Know When to Open/Close?

Is it always the case that:
Throttle Plate Closed ==> Valve Open
Throttle Plate Open ==> Valve Closed
If so, how does the valve know the status of the throttle plate. I assume that the only parameter that the valve can sense is the pressure in its vacuum line, which is presumably the pressure in the intake manifold? Is it the case that:
Manifold Press. > Some Threshhold ==> Valve Closed
Manifold Press. <= Some Threshhold ==> Valve Open
If so, what is the threshhold, one atmosphere?
In other words, would a test of proper operation be (if you could somehow detect whether the valve was open or closed): Normally, valve should be OPEN, but when you blow into its vacuum port, it should CLOSE?
