Sounds like the classic stuck brake pedal switch. The switch is depressed when your foot is off the pedal - this keeps the lights off. Press the pedal, and the switch plunger is released, turning the lights on. I've seen the switch get stuck in the 'plunged' position. The easiest solution is just to replace the switch. You could try and lubricate the heck out of it, but it's relatively cheap.
If the brake light switch is stuck ON, then the APC solenoid will be always de-engergized, which is base boost. That doesn't really address the clicking APC. If the solenoid is just clicking away, then something else is going on, because it's highly unlikely that the brake light switch is opening and closing by itself. Now, if the APC solenoid clicking is only when you're on the pedal, that's different.
