Boost problem on a 94 cse

Hi all,
I'm having a bit of problem with my the boost in my 94 cse.
Here is the stiuation: A month or so ago I blew a radiator hose and
wound up overheating my car. I blew a headgasket and had to get a top
end job. Had the head ground and the valves lapped. The DI Cassette
seemed fine even though the coils got a bit fried. They are not
leaking any oil.
Before the blowout, my turbo hit right on the yellow/red border with
no problems. However since the head job, it has only been going
halfway into the yellow (basic boost). I had my indy look at it and
they found no problems (he does not have a tech II however so was
unable to check for error codes). He adjusted the wastegate & put in
new plugs. So it now gets about 3/4s of the yellow but still far short
of what it used to get to.
My questions are,
What else can I check/repair to get the boost back?
Could the DI cassette be going bad and causing this?
Would an error code get thrown and cause the ECU to go into limp home
mode?
Is there anything the dealer can do that the otherwise fine indy could
not?
