After careful reading of the service bulletin on the Townsend site, and reviewing the schematics there, something is rotten with this picture.
The 'new' relay coil is pins 86 high, 85 low. Contacts are pins 30 and 87, where 30 is source power. The wiring 'fix' says to jumper pins 30 and 86 together. Pin 30 gets power all the time.
I would think that pin 86 should get SWITCHED power from the ignition switch. That way the fan would turn off with the ignition, no matter what the state of the radiator fan thermoswitch OR AC pressure switch. This wiring 'fix' seems to be the exact opposite. Wired as shown, the radiator fan would run as long as radiator temperatures are over 90C (thermoswitch low speed trip point), no matter if the ignition is on or off. At least with the time delay relay, it would drop out after 10 minutes.
So, I can say with complete confidence that I don't understand what the heck is going on there. I would wire pin 86 to switched power and be done with it.
If you suspect the AC switch is hanging up, you could always wait for the car to be cool, unplug the relay, and then use a meter to read resistance from pin 85 to ground. That line is taken to ground if the thermoswitch or the AC pressure switch are ON. If it's cool, the thermoswitch is off. So if you get continuity, the AC pressure switch is closed. Short of having a shop connect a gauge to measure AC pressure, you could just let the car sit overnight. The AC pressure should be at equilibrium at that point, well below the switch point. If the switch is ON, then you probably have a bad switch.
My recommendation would be to disconnect the pressure switch (electrically) and just go with the radiator thermoswitch. Then you could get the AC pressure switch looked at at your leisure.
