I have just lowered my '96 Aero about 22mm with the Abbott Racing suspension kit. I also had the alignment done straight afterwards (it was way out, but I'd also replaced the lower control arm rear bushes) and it now drives beautifully.
I would expect the lowering to add a bit of negative camber, but not a lot. This can have an effect on tyre wear, but I expect it to be slight.
Ignore the alignment specialist. Lots of people are driving around in lowered 9000s and it isn't as if you've had it lowered radically, say 40mm or more.
Have you also got polyurethane control arm bushes? Abbott racing say poly bushes require slightly different alignment to avoid abnormal tyre wear (although yours sounds pretty dire). If you still have the OEM bushes, bear in mind that they don't last long before they start slopping about. This can make it difficult to align the car properly and it won't hold the alignment for long.
It definitely sounds like the alignment is out, and by quite a bit too. Ask the import dealer to check the alignment. They should at least be willing to accept that lowering a 9000 *can* work. It should be 1.5mm toe-in with OEM suspension bushes, 1mm toe-in with poly bushes. Also check the suspension bushes for excessive movement.
