Many people that have used both have said that the Rust Encapsulator from Eastwood Tools works better than POR. My impression is that POR has several steps. With the Eastwood product, all you have to do is scrape off the loose stuff on the surface, and paint the stuff on. I've used it, but not the POR products. A similar product to the Eastwood one is Wurth's. I think you can get that from any body shop supply outlet. Garth Ankeny used it on his rally 96, as well as the one he is currently building for Cliff Johanssen.
I've also used Eastwood's Oxy-Solv, and one area I painted with it on a 96 many years ago, with no other finish painted on, didn't start to rust for two years. It is a mild acid that etches the surface and leaves a zinc coating, which can then be primed and painted over.
