You're right about how the thermostatic coil and control lever work together to regulate the heat. If you examine the valve, you'll see that both the control lever and the thermostatic capsule influence the position of the valve body that moves back and forth inside the unit to regulate how much water passes through.
The reason they did it this way was that if the valve were regulated by the control lever alone, you'd be having to adjust it constantly in cool (not arctic) weather to keep pace with changes in the coolant temperature. Of course this gradually rises after a cold start as the engine warms up, but even once it's reached operating temperature the coolant temp fluctuates as the engine thermostat opens and closes. (You don't notice this so much on your dash gauge because its sensor is below the thermostat.) The heater valve's thermostat helps even out these changes so you don't have to fiddle with the dash lever all the time.
This only applies on cool days when you want just a moderate level of heat, though. If you only use the heater when it's really cold and you just want it to run full-blast all the time, there'd be no reason not to disable the control valve's thermostat coil.
