I've had several '75-'78 99's and the headlights, wired through the ignition switch, are still on when cranking, as is the heater fan, the rear window defroster, the wipers... In fact the system doesn't shut down anything while starting that I can think of.
The determination of what is switched by the ignition and what isn't is ultimately made at the fuse box and is determined by different wires off the starter switch going to different sets of fuses ganged together to one feeder line.
