You're right about the lights though. That's a flaw which sneaked unnoticed off the drawing board.
Regarding any other consumer, like rear screen heater, heater fan, wipers, even the fuel and temp gauges are shut down while starting.
This applies for my m78 99 and all newer 99/90's, and all 900's
As for older 99's, would someone show me a wiring scheme please?
In other words, everything fed by the ignition-operated relay shuts down.
This is why the relay has a separate wire to the ign-key switch.
Look at "ELECTRICS" in my webpage. There you will find the complete wiring scheme under "WIRING".
