Yes the white wire is coming from pin 3 on ECU and is a ground signal that the ECU provides when it is "woken up" by the Crank shaft position sensor and subsequently the "other" relay that you are talking about.
The fuel pump relay has a rather intricate power feed coming from different sources.
Both relays are supplied from battery and maxi fuse 2 to pin 30 on both relays (orange wire). That is the main power but also works as trigger power on the main relay (the orange jumper wire from pin 30 right over to pin 86 on same relay).
Fuel pump relay is also fed trigger power from that other relay on pin 86 (green/red wire) but also from fuse 17 on the TG/red wire (don't know what color TG is).
Fuse 17 is one of the three fuses that usually can be checked when ignition switch goes bad.
I would in your case hook a 21w bulb up to that fuse (or TG/red wire at relay, pin 86). If that light flickers when it happens again, I'm positive that the ignition switch is bad or the wiring from ignition switch to fuse 17.
