Replacing Turbo

I have just purchased my first Saab (black,'97, 900SET, 5 door, 82k miles), and truly appreciate what you all do with this site. Thanks! I have also just picked up my new jewel from my first shop stop where a few minor maintenance issues were resolved.
The shop tech said that I should keep my eye on the turbo, because he spotted a small amount of smoke coming out of the exhaust upon starting up the engine. He also said that the barings sounded loose when the turbo was engaged. He told me that it was only a matter of time before it would need to be addressed, and that lots of smoke would be the primary warning sign.
Likely culprit was irregular oil changes by previous owner, or something inherently wrong with the turbo (most likely the previous). My question as a new Saabhead, what am I looking at cost wise to replace? How do I know it's time to bite the bullet without waiting too long? Can I do systemic damage to my engine by waiting? The shop tech seemed dependable and trustworthy (not a dealership, but reputable indie shop with solid history). Thanks a ton in advance...bluetexas
