The Haynes manual and the Saab EPC CD do not show any coolant connections to the oil cooler. The oil cooler on the 900 turbo looks to be a simple heat exchanger that bolts on the front of the radiator. I only see oil lines going to it.
If it looks like the "mess" has been in the expansion tank for a while, since before you changed oil, and you are not sure where it came from, I would drive it carefully to the closes place that can do a good coolant flush (not just drain and fill with new coolant), clean the tank, then idle the engine and see if the oil comes back.
I am not sure if oil can get into the coolant at the turbo on this car, but that may be the other possibility.
If the coolant level was low when you checked it, it is going somewhere.
