I've never had any problems with FPR failure after fuel filter change and I do have a suspicion of what is happening.
Saab use a sealing washer made of metal with a rubber insert on the inside.
Pretty much 100% of the times when I take the fuel filter banjo bolts off, it is shredded pieces of rubber in and around the banjo bolt that I have to clean off before mounting the new filter.
Some people even beleive that since it is a rubber seal on the washer it is made to be reused over and over again.
I suspect that maybe rubber pieces are entering the downstream of the fuel filter and gets lodged in the fuel pressure regulator allowing it to malfunction slightly.
Back in the days when we saw more of the 8 valve engines in Saabs, we had some problems with those rubber pieces getting stuck in the fuel distributor. I myself have taken a couple of fuel distributors apart to remove the debris and make the car run again.
If you discard the original sealing washers and use new copper washers instead together with inspecting and clean out both banjo bolts and fuel lines, I think you are good to go.
For the price of the pollen filter I would hazzle with trying to clean it.
