Control Arm Bolt Seized

Both Control Arms were replaced 2 years ago (at a shop with my supplied parts from eeuro) with the RH side Scantech, and LH OES. Since the Bushings were gone on the RH Scantech control arm, my '97 900 SE Turbo failed Maine State Inspection. Well, after getting a ticket for an overdue sticker yesterday, I ordered an OES RH control arm. I also went out to Sears and purchased a T55 Torx. Unfortunately it was only available from Lyle, not Craftsman.
Anyway, bolt #17 below (stanchion arm(#6) to control arm(#5)) is seized. I even tried knocking the bolt with a hammer and did nothing. Eventually, The T55 sheared in half. At the same, the front sway bar link sheared off as well while removing. So I reasembled my car without a sway bar link and drove to Sears to buy a new T55. I figured the original NG's didn't have the links so it wouldn't be a big deal to drive it that way until I can get a replacement. As long as you don't hit any major bumps, the sway bar won't hit the drive shaft or control arm.
This time around I tried heating the bolt with a blow torch, used an impact wrench, and also did nothing. I'm almost tempted to drill the head off like I did previously with the alternator bolt. It doesn't help that the bushings flex when leveraging the ratchet.
This was supposed to be a 30 min Job, and would have been if everything went smoothly.
Any ideas?
