It appears that the bolt that goes through the bushing has a nut on the bottom side. Perhaps it is best to secure the bolt and turn the nut, but what is done is done. Remove the nut with a cutting torch or nut splitter. You will need new fasteners. Eeuroparts does show the WB link end and nut, but does not show the nut for bolt 17 or bolt 17, so those will have to come from the dealer. Their control arm urethane bushings do not come with replacement fasteners either. But EPC shows a press nut on the top of the stanchion arm.
WIS shows that these fasterner details have changed a lot from old to new, but I don't know the details. Your diagram does not clarify things either. There are four parts labelled '17'
I guess that it would be good to determine if the other bushing bolts will move before you get parts from the dealer. I would call or fax ahead as they may need to order these.
