OK...
So, I had the same problems as everyone else. But before I read this thread, I had taken a saws-all to the bolt on the inside of the fork, both top & bottom (the whole assembly was off the car). Anyway... after I finally pounded the sleeve out of the bottom of the fork (with a tiny part of the bolt still in it) I saw a thin piece of red rubber - LOCK TITE.
The reason this bolt is so hard to get out, why the bolt breaks, or the head strips out is because the manufacturer used red lock tite on the end of the bolt (where it goes into the sleeve which is in the bottom of the fork).
The best way to get it out is with a torch (mentioned earlier), or the way I was able to do it... a saws-all (or a hacksaw) on the insides of the fork, then pound out the remaining sleeve from the INSIDE of the fork. It takes some pretty hard whacks to pound it out, but get a large, round punch and it can be done!
