I have had my base 2000 9-3 for almost a year now and I have not found the handling to be "freakish" nor "dangerous". I have really not noticed the torque steer. As for the camber steer, it does tend to drift a little toward whichever way the road slopes...more so than my Acura Integra used to do...but it is not enough for me to feel it is at all unsafe.
If you find a pothole-strewn road, the SE's ride will be even rouher than the base because it has stiffer suspension. If you drive mostly on decent roads (as opposed to ones full of potholes in some northern cities), then just test drive them and see which suspension feel you like better.
