My guess is the key pad is used soley for the navigation system and other "telemetric" programming. As such, it should only be used while the car is stationary (or co-pilot), which is the guideline for most nav systems, OnStar being one exception. They could have used a touch-sensitive screen, but the ones I've seen are quite large and would detract from the appearance of the dash. This seems like a good compromise.
