The pressure is a figure produced by the maunfacturer and focuses on how the tire is constructed (sidewalls and tread block combined with belt arrangement).
Always check your pressures when cold and be sure to read their sidewalls. They contain at least the basics of the maximum pressure (many newer provide more detail). The more aggressive of a driver the higher you should keep the pressure (minding posted max. on the sidewall) to help abate premature heating and wear due to lateral load and rolling friction.
Under inflation definitely leads to poor handling, lower mileage, premature wear and rim damage (I suspect the majority of the owner's pitching a fit over the 9-3 rims didn't keep tabs on their inflation too often!). Also increases hydro-planing. Many think running the tire with a "fatter" contact patch from the lower pressure will help get more contact. Not so, running at a recommended pressure helps insure the tire can maintain form and syphon out the water to find a drier spot on the pavement. Under inflation will not allow the tires to "pump" the water out as designed. Ditto in snow.
Sorry, I'm off the soap box.... What can I say, I dig tires/suspension.
