my '98 900SE turbo used to lag badly in the summer when I was running the A/C using mid-grade gasoline - 89 octane here in Atlanta. I decided to try the 91 premium and never went back. This eliminated some of the drag put on the engine when using the A/C, and also increased the boost the engine seemed able to achieve.
I have no experience with the 9-3SS but I think you would be safe saying that higher octane == better performance from a SAAB turbo == more fun. So, it really comes down to the individual driving the car. If I had a new 9-3SS I would start it out on the highest octane I could find and break the car in with that. Once I had gotten used to the car and was past the break-in period I would downgrade to medium octane and see how it impacts the behavior of the car. If it degraded performance I'd be back to premium on the next tank. Other drivers may not drive their SAABs aggressively enough to notice or care about a small drop in performance.
As far as price difference, it's usually $0.10/gallon more for premium over medium here in Georgia, and at roughly $1.60/tank I'm willing to pay it. Not really significant when considering the total cost of ownership of the car. I fill up roughly every 8 days.
