I'm no engineer, but I'll try to give you my over-simplified understanding from long-ago high-school physics.
Torque the amount of force applied over a radius to turn something. The torque numbers the mags throw at you should be the maximum amount of twisting power your engine can dish out to the wheels, and is the actual force that gets measured when testing engines and cars. This number is then converted into horsepower using the equation below.
Horsepower is a measure of "power", or the measure of work over time. Horsepower = torque * RPM /(5252). It tells you the power of your engine, or how much work it can do. 1 hp = ability to lift 550lbs in 1 second.
Basically, torque is the measureable force you engine creates, horsepower is a calculated figure to determine how productive your engine is. Engines have different efficiency depending on their speed, so we're always given the highest number, and the engine speed at which it occurs (maximuum efficiency... not to be confused with maxiumum fuel economy!).
