Hi Ivan,
As mentioned, this board is often used to diagnose problems, so you're going to hear about them here. I think the majority of us love our 9-3s though. To address your specific points...
The DI cassette seems to go at around 60k on average. Many people have suggested carrying a spare with you so you don't get stranded...simply unbolt the old, blown one, and put in the new one in it's place. It's a bit red thing (red on the '99, different color later) that sits right on top of the engine, so you can't miss it even if you know nothing about cars. I'd imagine it should fit in with the spare tire, so you can keep it out of the way (although I haven't gotten around to getting myself a spare yet, so I haven't tried it).
The steering rack doesn't _need_ to be replaced; the people who do are looking for better performance out of the car. The original 9-3s will never handle like BMWs, but if you're coming from a Toyota, you probably won't worry too much about the steering rack.
My '99 base 9-3 has 49k on it, and it's the first car I or anyone in my family has owned that has _no_ rattles after this many miles. There was one loose door panel fitting that has a shim in it, but that's all. I'm very impressed.
The stalling engine is a problem with the new (2003) 9-3, which is a completely different car. I'm not sure if that problem has been resolved yet, but it's not relevant if you're considering a 1999 or 2000.
There were a couple problems on the 1999 models, including the heater box controls and head gasket, which you can search for on this board for more info. If you're looking at a 1999, see if you can get the maintenance records and determine if anything has been done about those on that car. The 2000 model year sounds like it was pretty solid.
