If the stereo's FM tuner can handle a wider frequency range than what stations can broadcast over the air, then yes, I suppose it wouldn't be limited by FCC regulations. The one thing that will limit high frequency response is the 18kHz carrier signal. All FM tuners chop the signal off at 18kHz because of a special signal that broadcasts carry at that frequency. I can't speak for low frequency response. I'd see if a local car stereo shop has a CD changer hooked up through one of those types of modulators. It could sound very good. Some FM broacasts can sound great, especially in a car's noisy interior, and a lot of pop music doesn't have much content below 50Hz, or above 18kHz.
