There are limits to this broad observation, but on cars that have initial understeer tendencies (i.e all fwd passenger cars), the roll bar inhibits the transfer of weight from the rear to the outside front on turn in, thus employing available grip from the rear outside tire. At the limits, this means both outside tires will skid , although you'll still plow (front) more than slide (sideways) because the car's so front heavy.
Basically, I think of a bar as countering the 'natural' tendencies of the chassis. On the tail-swinging design of, say, a classic 911, I would imagine that a very stiff rear bar would induce understeer, because the bar is inhibiting the ability of the front end to bite - You'd have to trail brake the crap out of the thing to get around a turn.
