When the car is at idle the engine will draw a vacuum, thus the 10 in-Hg (inches of mercury) reading. The dash boost gauge also reads vacuum (the white area) followed by boost (yellow area) and overboost (red area).
My vacuum/boost gauge reads about 12-16 in-Hg at idle, dependings on what accesories are on like A/C, radiator fan, etc. I can get a solid 15-16 PSI under full load, but I have a Speedparts stage 1/2 ECU installed.
I don't know about the 1999 9-3, but the factory setting for boost on 1998 900 was 0.79 bar (11.5 PSI) for the manual transmission and 0.63 bar (9.1 PSI) for the automatic transmission.
I believe fuel cut-off is trigger at something like 15 PSI, so the MBC should give you between a peak of 11.5 and 15 PSI. Remember too that the maximum boost pressure quickly tapers off if the engine is not under constant load (i.e. floored).
If possible disconnect the MAP vaccum line at the throtle body and use a Mity-Vac or syringe to draw a vacuum. Hold the vacuum and see that you don't have any vacuum leaks in your hoses and connections. You can also pull a vacuum by sucking on the vacuum hose, but not a very good one.
