buying a '99 9-3 today...advice please!

I know the head bolt issue is covered in detail throughout this forum, so I apologize for repeating questions, but I am pressed for time and would like some advice.
I agreed to buy a '99 9-3 base w/ 110k yesterday and was planning on paying for it and picking it up today. However, the owner did say that it he had to top off the coolant reservoir once recently and I noticed a small amount of oil seepage out of the engine corner closest to the battery.
My question is..how do I know if the head bolts can be replaced/retorqued to fix the problem? I don't really want to buy a new vehicle and immediately have to put a new head gasket in it.
I used to frequent these boards when I had a OG900 and I'm looking forward to being a Saab owner again.
Any advice is greatly appreciated! Thanks a lot.
