Timing Chain tensioner at 14mm now what

I pulled my timing chain tensioner and the plunger is at 14mm. After playing with it, it appears there are 3 or 4 more clicks before it is fully extended. I have the passenger side of the car apart at the moment, so now would be a good time to work on it. What should I do?
Pull the timing cover and see what I find?
Just replace the chain and get it over with? If so, what else should I replace? What about the balance shaft chains?
Forget about the chani and put the rest of the car back together and wait for the chain to start rattling?
I've read the posts about removing the timing cover when the engine is in the car. The passenger side drive shaft is out of the car at the moment. Will that make things any easier?
Any advice is appreciated,
Shawn
