Went to the SAAB dealer and had the bolts checked for tightness- they are not the issue. Seems that clamp replacement could be at issue but the mechanic said the rack did not move in the clamp when I steered the wheel. Also struts seem to be ok so I plan to proceed to replace the clamp itself and see if this mediates the perceived looseness in the rack.

It may be that I believe is loose is in reality rather normal. I test drove the new 9-3 Aero 6 and the steering on that car was not any heavier than my 9-3. BTW, I was not particularly impressed with any facet this new vehicle which shocked me. The low end torque was not better than the 4.
