Supposedly, my rack is secure and moving within the clamp. However, the bolts are torqued as much as they can be so there is nothing to tighten. Thus the likely issue involves the degrading of the rubber gasket. I have scheduled a visit this Thursday at the dealer to replace the old clamp with a replacement clamp from MP Performance. I can not say with certainty that my steering is compromised as it felt similiar to the 9-3 V6 I drover this PM at the dealer. However, that is not a compliment to the 99 9-3 which used to feel much stiffer and offered superior feedback and handling to the new 9-3 SS with the clamp, brace and swaybars properly tightened.
The SAAB mechanic and I inspected the front end and could no sign of worn struts. Hopefully, the replacement of the clamp will make the difference I seek.
