Sagging headliner - ideas?

The headliner on my '94 900 5 door sedan w/sunroof has started to sag badly. It droops in a huge 2'x2' section behind the sunroof in the center of the car, and two smaller places in front of each sun visor. The center part is so bad when the windows are down the air swoops in and it flops around, just worsening the issue.
The fabric has come loose from the foam core under it. I reglued it to the foam using some Permatex headliner spray glue from Autozone. Worked well for about 6 weeks, then started to sag rapidly. Actually the fabric near the visor is still holding, but the foam is now coming loose from the roof there, a different problem.
I considered a new headliner but the part alone is over $400 list. Who knows about labor.
I'm now considering a staple gun or push pins. Any ideas?
