I had a similar problem with an old saab and a volvo.
I discovered at the autoparts store packages of a half dozen or so corkscrew like pins with a little flat clear plastic button on one end. twist them into the headliner foam thru the fabric pulling it tight as you do it and you should be ok. the fix lasted for years.
Don't try to take the headliner out. It's cheap cardboard and will invariably break as you handle it. impossible to fix- even tried fiberglassing it to no avail.
