Every new waterpump I've bought had about zero. In fact, bearings normally have some preload so there really should be zero when new.
1mm isn't catastrophically bad, but it's getting there. With any play at all, the bearing elements are lifting & re-contacting all the time as it spins. Not good for on-going lifespan. The bearing surfaces are probably getting damaged causing the noise.
