Sounds premature for the rotors but it all depends on how (and where) the car is driven. Perhaps more important, how long have the pads needed replacement? Have you been hearing any noise while braking? We know from your own admission that you have not been attending to maintenance. Sometimes you can tell when you are doing damage to the rotors other times you really can't. This is one example where attending to the routine stuff can save you big bucks on the expensive stuff. If you keep close tabs on your pads you will get much better service from your rotors.
Don't know about the price but it doesn't shock me at all. A good independent could do it but make sure they use quality parts. Don't expect to save all that much. Brakes aren't something that is worth getting cheap about.
Personally, I wouldn't trust the idiots at the brake and muffler shops with any car--especially not a SAAB. Also their advertised prices are often just teasers and you often don't get out all that much cheaper. To the extent you save it is because of crap ass quality parts. Probably try to sell you shocks or something you don't need too.
