Yes it is a design issue, as spinning the outer race of a bearing at high speed will cause lub losses over time. Perhaps if the outer seals interfaces to the outer race were bonded with a loctite type sealant, they would stand a chance. Making an idler wheel with a stationary race would be difficult and expensive.
