Nope, but the water will mostly stay at the bottom of the tank and with todays oxygenated fuel, which is full of alchohols, the water will be removed or will not form overt pools to start with. I believe that fuel tank design allows for a sludge pool that the pump will not feed from. But with sloshing fuel in an almost empty tank the crud will be getting mixed. A full tank will breath less and will minimize condensation. So the old rule still holds, but not to prevent the plastic tank from rusting.
I am really glad to see the end of steel tanks. If they were not rusting, then the lead coating would be sheading particles. I wonder if they eliminated the lead coating with the first vehicles that needed lead free fuel. That sounds like an issue. Most of the crud that a fuel filter would trap in older vehicles used to be from the steel tank itself.
