Your reading of empty may be different.
I often get 16G+ into my 95SET.
The fuel systems changes for OBD-II in 1996 or was it 97.
Anyways, for the older vehicles, 1994 and 1995 for sure, the filler caps are vented with a small rubber vent in the center of the cap on the inside. If on these older models you have a non vented cap, the fuel pump will create a vacuum in the fuel tank and will cause it to distort and have less capacity.
