I think Dean meant the vacuum would cause the tank to collapse inward slightly, reducing the capacity of the tank. I'm more iclined to think that the gauge is reading incorrectly i.e. you are refilling too soon. If you can accept the risk, try this. Run the tank to (totally) empty - of course have a two gallon can filled with gas so you can get started again. Then fill the tank carefully and see how much you get in. Should be close to 18 gallons including what you added from the can. I have repeatedly run 500+ miles between fills when doing highway commutes, adding 16-17 gallons each time.
