You cannot generalize about water quality. There are places with extremely hard water and some that are quite alkaline. Travel around, you will find out.
So unless you know that your water is decent, distilled water makes sense. And I don't expect that many mechanics or dealers used distilled water, but that probably does not speak to water problems but other issues.
The 3 year PG stuff will work perfectly but might be going down hill after 3 years. My engine internals, iron and aluminum looked great with 3.3 years on dealer installed PG that would have had water from a hose.
