Many people on the 9K board talks about it too, and it seems to affect 91 and up 2.3L engines the most,when the balance shafts was introduced, some 2.0L turbo engines have also failed.
Some claim it could be lack of oilchanges, maybe related to lease cars where the customer don't take care of the car.
Other mention the tensioner for the balance chain maybe not be strong enough.
Some of the engines that I have taken apart have been very clean inside, so I don't know about the oilchange issue being part of the problem.
I have never seen a 9K engine that was bad nor a 2.0L turbo, my experiance is only with 2.3L non turbo. And since I have seen 94-97 that have been bad, I don't really know where to draw a line.
It is strange because the chain is suppose to last pretty much the life of the car, and it did on most of the engines before the balance chain was installed.
One telltale sign is if you have the oilpump and pressure reduce valve taken out and inspected for scratching. Too much of that and it is big chances that the chain/sprockets are on its way.
