I have similar problems. Don't think it is the FPR. If it was the FPR the symptoms will be more consistent. It will be alway hard to start and always experience performance problems.
I am now more inclined to believe Dean's theory about the Batery, and the possibility that SAAB has got a design fault which means that unless you have top quality new battery you will have starting problems like that. One culprit to this from what I can see is the realy thin wires driving the ignition coil. The voltage drop across these wires coupled with the voltage drop from the battery driving the starter could result in poor spark and hence difficult start. I have tried starting while charging my battery a couple of times and always started first time. I will have to repeat this test to make sure is not a coincidence. Also I remember when I removed my FPR, starting up afterwards was also first time, despite the fact that there was no fuel pressure in the system.
