Washing car with minimal water (please hear me out)...

I'm sure some of you have found ways to effectively wash your car using *minimal* water. Here is the situation; I recently moved into DC and the car is parked in an underground parking garage. Technically, I am not allowed to wash the car in the underground lot but I have no problem pushing this rule and see if anyone says anything. Previously, I used a couple buckets of water/hose outside with no problems.
I do not like other people washing my car hence the problem. Any suggestions would be greatly appreciated.
Also, is there a duster or something that I can run over the car without actually washing the car again? Since the car will be driven infrequently, dust within the garage might my the biggest problem.
