Tailgate down is better gas mileage. Maybe not a lot, but the tailgate creates a heck of a vortex & more drag.
Full length tonneau cover is probably the best choice, if not look into something like this:
"Save Gas and Cargo Retention
This is not your typical tailgate net. Air Flow Tailgate Net reduces drag and wind turbulence created in a closed truck bed. Easy add-on to save gas. In addition, provides sturdy cargo retention using heavy duty telescoping rods with easy on, easy off quick release pins. No Screws or Fasteners to Install. Made of heavy-duty tarp material that won't snag or tear. Turbo Tailgate Net for 5th wheel applications with V-notch also available -- Call!"
