Writing from Northern CA...this behavior is the norm. I would further characterize it as "moving left without increasing speed". For instance, I have seen (many times) a car enter the highway at ~45mph and make one sweeping movement across 3, 4, or 5 lanes of traffic to the "fast" lane, without accelerating AT ALL. Daily I witness random lane changes from the rightmost lane to a middle lane, with no traffic around and NO upcoming on-ramp! What are these people doing? I have no idea. I really don't understand it. There was nothing stopping them from driving or accelerating in their own lanes!
As far as passing these twits, I normally wait a moment to "read" them to see if they are going to concede right-of-way. This may include flashing my lights or waving, but not tailgating. If they are stubborn or righteous or oblivious to me, I pass on the right. Although it is frustrating that they just can't seem to follow the simple rule (stay right except to pass), it is somewhat gratifying to move into the lane that a car just vacated, and blasting ahead. I’m saying “Look here irrational Saturn driver, there is nothing wrong with this lane. Why don’t you calm down, move back to the right and stay there!”
