On the Autobahn, the rule is Fahren Recht! Drive to the right. The idea is that the passing lane will then be free and that high speed drivers will be able to use that lane. That and following too closely are the two main infractions policed by the Polizei. It works. It is also the law in most US states, but almost never enforced, let alone taught to new drivers.
My problem here is with the constipated drivers who proudly get up to a smidgen over the official limit in the left lane and then just squat in the left lane f o r e v e r because they are too lazy to move to the right and back to the left when they encounter a slower driver to the right. For them, the left lane is just a more comfortable lane for them to cruise in all by themselves. By definition, they become the fastest driver around since nobody else can get by them. And, like the middle lane driver who won't move over, they force the impatient to pass on the right, tailgate, honk, blink and otherwise get irritated and agitated.
Driver education is sorely lacking, not uniform, and many schools have eliminated the course as an option.
