CCA is a hazard for the reason that it doesn't stay in wood. It leaches out to the exterior of the treated surface where it can be picked up by kids' hands. This is why it was banned.
And it doesn;t run off after a couple of rains. Tests in Florida of playground equipment made with CCA found that there was still measureable levels of arsenic in the soil years after the equipment was installed. You're right about the arsenic runoff into the water table, though.
